American Flags and Pennsylvania Flags to fly at half-staff Wednesday, August 10th in honor of US Marine Staff Sgt. Patrick R. Dolphin, Sgt. Christopher M. Wrinkle and US Army Sgt First Class Kenneth Elwell.  Flags are to be at half-staff in the Capitol Complex and in the following counties:  Lackawanna, York and Bucks.

Half-Staff South Dakota Flags – Nick Armstrong

American Flags and South Dakota Flags to fly at half-staff Thursday, August 11th in the state of South Dakota in honor of Rapid City Police Officer Nick Armstrong.

Armstrong died on Sunday, Aug.7, after being critically injured in the line of duty.

“Officer Armstrong’s death compounds this tragic and senseless shooting,” Governor Daugaard said. “These slain officers are grim reminders that those who serve and protect us work in a dangerous occupation and sometimes pay the ultimate price for our safety. My deepest sympathies go out to their families and friends.”

Governor Kitzhaber said, “No one has had a more profound impact on Oregon in the last half century than Mark Hatfield.  We’ve lost a true statesman whose legacy lives on in his countless contributions to Oregon’s quality of life.  Senator Hatfield’s moral compass, independence and willingness to reach across the aisle are an inspiration to me and countless Oregonians.”

Half-Staff North Carolina Flags – Jeffrey Settle

North Carolina Flags to fly at half-staff Friday, August 5th through Sunday, August 7th at all Department of Corrections Facilities in honor of Probation/Parole Officer Jeffrey Settle.

PPO Settle, 41, was killed in a two-vehicle crash near Statesville, NC.  He had worked with the Department of Correction since 1993, beginning his career at Rowan Correctional Center as a program assistant.  He moved to the Division of Community Corrections in 1997 as an administrative case officer in Rowan County.  He was subsequently promoted and transferred to Iredell County in 2007.  He is survived by his wife, Kelly Settle, a former Probation/Parole Officer, and their three young children.

Half-Staff Utah Flags – Colleen Bangerter

American Flags and Utah Flags to fly at half-staff Thursday, August 4th in the state of Utah in honor of Colleen Monson Bangerter.

Mrs. Bangerter served as First Lady of the State of Utah from 1985-1993. She participated on a number of Boards and Commissions throughout the state. She was proactive in youth and women’s programs, as she worked on initiatives under the direction of Nancy Reagan and Barbara Bush. She was a beloved wife and mother. Mrs. Bangerter was well respected and loved. Her memory will not be forgotten.

American Flags and South Carolina Flags to fly at half-staff Thursday, August 4th in Charleston, SC in honor of Judge Matthew Perry.

Charleston Mayor Joe Riley released the following statement:

“Matthew Perry was a man of historic proportions in the history of South Carolina and our country. He was a gentle man, soft spoken, kind and caring, gracious, polite, with an easy smile readily available, a warm heart and an extended hand in friendship.”

“He was also a towering force for civil rights, racial justice and human progress. His gentle nature belied a will of steel.  His mind was razor sharp; his creative capacity was enormous, which enabled him to successfully defend hundreds of people unfairly charged with civil rights violations and gain admission into Clemson for another one of our country’s great leaders, Harvey Gantt.”

“I was proud to call Judge Perry a friend.  In honor of and in respect for Judge Perry, flags on City of Charleston owned buildings and properties will be flown at half-mast on Thursday, the day of his funeral.”

Half-Staff North Carolina Flags – Russell Willingham Jr

North Carolina Flags in Forsyth and Greene Counties are to fly at half-staff Thursday, August 4th in honor of Winston-Salem Police Officer Russell M. Willingham Jr. and Greene County Sheriff’s Deputy David Jennings Dawson III.

Officer Willingham Jr., 28, was killed on Saturday in a single-vehicle crash while responding to assist another officer. He had served two years with the Winston-Salem Police Department and previously with the Greensboro Police Department.

Deputy Dawson, 21, had served with the Greene County Sheriff’s Office just two months before he was killed on Monday in a single-vehicle crash while responding to assist another officer.

Half-Staff Minnesota Flags – Interstate 35W bridge

American Flags and Minnesota Flags to fly at half-staff Monday, August 1st in the state of Minnesota in sympathy for victims of the Interstate 35W bridge collapse four years ago in Minneapolis.  The bridge disaster killed 13 people and injured 145 more.
